With a few folks at Google, we drafted a Memory Pressure API a few months ago. It seems to got some interest from different browser vendors at TPAC (Apple & Microsoft). The Web Perf group is generally interested, see https://github.com/w3c/charter-webperf/issues/33

Would it be possible to have WICG/memory-pressure created to incubate this API in the WICG
