Permissions.request() and .revoke()

At the urging of some Mozillans, I split the .request() and .revoke() functions into their own proposals. It’s not clear that these have enough support in any browser to ship, but since some folks in the TAG really like them, let’s discuss them in this forum to see if compelling use cases come up.

Thanks. Those links should have become redirects when Chris migrated the repositories to the WICG, but they didn’t. They’re updated now.
