CSS background-transform (and related properties)

If we could actually use 3D CSS transforms on background images, we could get the ever-so-popular “parallax background” effect seen all over the place on sites like Medium (usually achieved with jQuery or, at best, with presentational HTML) with only CSS, and no pseudo-elements with overflow hacks.
