Cookies created/controlled by OS’s instead of websites

Could website registration/login (passwords) be simplified/more secure, if Cookies were created and controlled by the users’ OS instead of the websites themselves?

There are plenty of browser extensions (like LastPass) that already manage logins. Is this the type of thing you’re picturing?
