Moving intrinsicSize attribute to WICG

An intrinsicSize attribute on media elements has been proposed on this explainer.

Chrome is intending the ship this feature. And has reached out to other vendors (example).

This repo already has a lot of engagement from folks including web developers and other browser engineers.

So I’d like to move the repo to WICG org to move the project forward.
