I don’t have enough rights in the repo to remove it, despite being a contributor. How do I get them?

They’re the ones listed on the repo, so someone should be able to solve this.
Each of those has a team that should have rights - I see both @slightlyoff and @yoavweiss listed here https://github.com/orgs/WICG/teams for background sync
I deleted it and reported the spammer. I’ve also added you to the team, and given the team admin rights.
